int min_y_labels = 0;
When 0 (default), no lower bound is enforced. If the nice-tick algorithm would produce fewer ticks than this value, a finer step size is attempted. Has no effect when the data range is too small to accommodate the requested density.
If both min_y_labels and max_y_labels are set and min_y_labels > max_y_labels the values are swapped internally.
